The tractor beam is not very useful in a combat situation. The tractor beam is an energy beam which grabs you opponent. It then tries to pull them in but in combat they can pull away, or take advantage of the pull and fire all weapons at you. The tractor beam uses up too much energy to be used seriously, in combat.
